E25.0 - POLICIES FOR EDUCATIONAL DEVELOPMENT FACULTY

Certain positions of the Institute are designated as educational development faculty. These are full-time academically-oriented professional positions which directly contribute to the educational mission of the Institute and support and complement the formal instruction program.

1. Professional Qualifications

An educational development faculty member is one whose primary responsibilities are in non-credit- bearing educational programs and activities or in the support of the formal instructional programs through the retention, preservation and display of instructional materials or provide services that directly assist the instructional functions of the institution such as media production, instructional development, faculty development, learning development, etc. The following particular functions illustrate, in part, the types of responsibilities which would lead to an appointment as an educational development faculty member:

a. Teaching within non-credit educational programs.

b. Counseling students and faculty with personal, academic and career concerns.

c. Diagnosing student learning needs and recommending instructional techniques to alleviate difficulties.

d. Providing individualized instructions, consultation services and resources to promote the learning and teaching processes.

e. Designing curriculum, developing and selecting instructional materials, resources and services used as integral or supplemental components of academic courses or in support of research.

f. Interpreting and applying information systems for retrieval of materials. Teaching the identification, retrieval and use of resources within the context of information networks.

g. Performing research in support of academic programs.

2. Additional Responsibilities

In addition to maintaining the currency of specialized knowledge and competencies, educational development faculty will be expected to pursue professional activities, to contribute to departmental and Institute committees, to support campus life activities and to serve the community at large in a manner similar to instructional faculty.

3. Approval for Designation of Educational Development Faculty Classification

For any new class of position to be designated as an educational development faculty position, a petition must originate within the departmental unit. Such petitions must be submitted for approval through the appropriate department head/director, division head, vice president, and chief academic officer, and be reviewed by the director of personnel, with the final approval being made by the president. The classification carries full representation and voting rights within the Academic Senate and the Institute Council.

4. Rank Classification and Promotion in Rank

The rank classifications to be employed are to be precisely given as: a - (instructor), b - (assistant professor), c - (associate professor) and d - (professor). The title with parenthesis is to be used in official Institute publications and for official internal Institute business (contracts, promotion materials, etc.). Appointment to these positions does not qualify for tenure.

Promotion procedures will follow those outlined in "Policy on Faculty Rank," E6.0 (Procedures with Respect to Faculty Promotions). Written criteria for promotion will be drawn up by individual departments/units and will include the following categories: academic and professional qualifications, professional responsibilities and activities, special contributions to the Institute and community activities.

Positions whose functions are primarily administrative in nature would not usually have these rank classifications. If an educational development faculty member is promoted to such a position, the rank classification may be retained. If a position involves both administrative and significant educational development functions, then rank classification may be considered.

5. Personnel and Salary Records

The personnel and salary records of educational development faculty will be identified by a unique code classified within the instructional faculty code range. Appropriate comparative salary studies will be made available.

6. Terms of Employment

a. Contracts

Educational development faculty contracts are usually for twelve months and are issued annually. All educational development faculty will participate in annual performance evaluations (the criteria for these should parallel those required for promotions). In cases where contracts are not being renewed, written notification should be provided and the following timetable announcing administrative intent should be observed:

(1) For the first year of service, notice given at least three months prior to the expiration of the contract;

(2) After the first year of service, notice given at least six months prior to the expiration of the contract. After the first year of service, if an educational development faculty position is phased out, the Institute should make every effort to provide alternative employment in a manner consistent with the employee's professional background and institutional need. The Institute should also assume responsibility for attempting to provide retraining for other positions in cases in which this appears feasible to the individual and to the Institute.

b. Career Growth and Development

Educational development faculty are eligible for the same career growth and development options available to the instructional faculty under the conditions stated in this manual.

c. Vacation and Holidays

Educational development faculty receive all Institute recognized holidays and receive four weeks of vacation per twelve months of work. Paid vacation increases to five weeks per twelve months of work after 20 years of service. Scheduling of vacations is arranged through each department head. Vacations are not usually cumulative. However, with proper approvals, an individual may carry forward one-half (½) of a year's earned vacation to be used first in the following vacation year. Additional vacation without pay may be requested.

e. Other

In all other terms of employment, educational development faculty are governed by the same policies as those outlined for instructional faculty in this manual.
