Steps in the Preparation and Review of New Doctoral Program Proposals
Steps to Follow
#1. Review required stages in Curriculum Review Process.
#2. Review and Follow the Flowchart and Timelines for New Program Approval.
#3. Doctoral program proposals require early consultation with the New York State Education Department. In addition, a site visit report prepared by at least two (2) nationally recognized field experts outside New York State, selected by the Institution in consultation with the NYSED Office of College and University Evaluation is required.
Contact RIT’s Senior Associate provost to discuss this site visit requirement as early in the process as possible.
#4. Familiarize yourself with the external evaluation report instructions and form to be used by external field experts and the accompanying list of factors to be considered in the evaluation of doctoral program proposals.
- Note that an institution can supplement this external report form with their own additional questions.
- The Institution is required to respond to the evaluators report, fully addressing any concerns raised by the reviewers.
- Name, title, institutional affiliation, address and phone number for each reviewer should accompany the review.
- Reviewers must sign the “Conflict of Interest Guidelines Statement”.
#5. Prepare the Doctoral Program proposal following NYSED guidelines for doctoral program development.
#6. Following completion of all curriculum review and approval procedures, send proposal to Senior Associate Provost for processing and approval by the NYSED.
#7. The proposed program may not be advertised or admit students until approval has been granted and formal authorization received.
