Capabilities

Members of the CRR have decades of experience assisting and guiding public and private stakeholders with their recovery and resiliency needs. Contact us with questions on specific projects and capabilities.

Emergency Management

The CRR provides support and analysis for all phases of an emergency or disaster scenario. Emergency management involves the planning/preparing for, mitigating, reacting to, and recovering from a disaster. Each of these phases presents different challenges and different resource demands. The CRR can provide support and analysis to enhance the capabilities of an Emergency Operations Center or the individual components of emergency response infrastructure. Some of the capabilities in this area include:

  • Pre-incident test, such as tabletop exercises or simulations
  • Communication and assessment analysis
  • Collaborative analysis with academic research and operational response entities
  • Incident Command System integration
  • Risk management framework development, including cyber security
  • Incident foot-printing through advanced data analytics
  • Development of tools and applications to support emergency management
  • Resource allocation & capability assessment across human & technical systems

Decision Making and Situational Awareness

Informed decision-making and situational awareness are key components of a healthy and resilient community, The CRR recognizes decision making as a cyclical process that occurs at all levels of resiliency planning, emergency response, and post disaster recovery. These skills are vital to community planners, emergency managers, private stakeholders, police and fire professionals, and first responders. Decision support systems provide an excellent support platform and integration tool for response and recovery. These systems can integrate into the various decision cycles and improve situational awareness by increasing the sources of information available, geo-referencing data, and prioritizing information streams. The CRR offers:

  • Risk identification, vulnerability & critically ranking analysis
  • Resiliency analysis
  • Reporting and monitoring effectiveness
  • Reaction planning
  • Decision support requirements and system integration
  • Predictive community resiliency models built using historical local & emergent data
  • Decision support system design

Critical Infrastructure (CI) and Cyber Security

Critical Infrastructure (CI) and cyber security are groups of public and private assets, both physical and virtual, which are essential to the function of society and the economy. These assets include a variety of facilities and other entities such as power generation & transmission, telecommunications, water supplies, information technology and banking, sewage and waste disposal, agriculture, heating, public and private health organizations, transportation, security services and utility companies. CI also includes the networked hardware and software systems that support these assets. CI awareness and protection has become an ever-increasing priority since 1996 and is emphasized in the 2001 Patriot Act. The CRR supports critical infrastructure and cyber security with:

  • Cyber-physical system resilient operations & vulnerability analysis
  • Integration of stakeholders into resiliency efforts
  • Research analysis for improvement of critical infrastructure and cyber security
  • Predictive modeling for CI assets
  • Cybersecurity risk analysis & mitigation
