Human Resources Manager

Overview:
Primary Function: Administers Human Resources policies and procedures while coordinating activities related to staffing, compensation, employee benefits, employee relations, legal compliance, orientation, performance management, and training. Collects and analyzes HR data and makes recommendations to management. Processes all related paperwork and maintains appropriate files.
Duties & Responsibilities:
Coordinates recruitment efforts for all personnel. Maintains liaison with schools, associations, and other sources for recruitment of candidates. Conducts new employee orientations. Completes and processes all related paperwork in accordance with policy and established deadlines, includes but is not limited to, job postings, required letters, new hires, terminations, Time-Saver, United Way, etc.
Maintains required documentation for audit purposes including affirmative action program and other departmental records, reports, and logs. Maintains subsidiary HR policies, reviewing at least annually. Ensures compliance with all mandatory HR-related requirements.
Coordinates performance appraisal process through notification and follow up with supervisors; Provides guidance on employee performance and recommendations for compensation.
Provides coaching and counseling to managers and employees; in conjunction with the NBT Corporate Employee Relations Manager, assists employees, supervisors, and department heads to settle work-related conflicts through advice and recommendation. Performs exit interviewing.
Administers the employee benefit programs including health, dental, vision, FSA, Disability, Workers' Compensation, wellness programs and retirement plans as applicable. Reviews monthly reconciliation of employee benefit plans. Assists with analysis of benefits and makes recommendations for improvements. Communicates benefit programs through new employee orientations and the open enrollment process. Completes all related paperwork in accordance with policy and established deadlines. Coordinates First Aid training and administering of flu vaccines
Facilitates HR-related training, and EPIC cultural initiatives.
Participates in NBT Corporate Human Resource initiatives, strategic planning and division meetings.
Flexible hours and travel required as needed
Other HR duties as required.
Requirements:
To perform this function successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.
EDUCATION and/or EXPERIENCE: Bachelor's degree (B.A.) in Human Resources from a four-year college or university and 3 years of Human Resources experience; or equivalent combination of education and experience.
LANGUAGE SKILLS: Ability to read and interpret documents such as policy and procedures. Ability to write business correspondence, develop reports and develop and deliver presentations. Ability to communicate effectively with all levels of employees.
MATHEMATICAL SKILLS: Ability to apply concepts such as fractions, percentages, and ratios, and reconcile invoicing statements.
REASONING ABILITY: Ability to analyze and solve practical problems within the established framework of policies and procedures. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
OTHER: Must have knowledge of employment laws and other federal regulations; and knowledge of Affirmative Action in a Federal Contractor Environment. Ability to handle multiple tasks, work independently and meet daily deadlines. Advanced Microsoft Office applications experience to include PowerPoint, Word and Excel.
