Constitution of Rochester Wargamer's Association and GuildArticle I: NameThis organization shall henceforth be recognized as Rochester Wargamer's Association and Guild (RWAG) from this time anon. Article II: Derivation of AuthorityThe Rochester Wargamer's Association and Guild shall recognize that it receives its right to function as an Institute organization from the Department of Club Affairs of Rochester Institute of Technology in accordance with the Department of Club Affairs constitution. Article III: PurposeThe purpose of Rochester Wargamer's Association and Guild is to stimulate growth of the art and science of the gaming fields of simulation and role-playing; to increase the public's knowledge of gaming; to promote a recreational activity for the benefit of the community of Rochester Institute of Technology. Article IV: Rights and ResponsibilitiesSection I: Section II: Section III: Section IV: Section V: Article V: Membership and DuesThose who paid the dues and are known as guildsmen shall be eligible to cast ballots in yearly elections of the Supreme Council. Elections take place in mid-spring quarter, or when the Supreme Council decrees it is to be so. They shall also have access to the RWAG notes and the RWAG library, where they can borrow any gaming material for a designated time. Anyone can attend meetings, but those who have not paid the dues will not have any benefits mentioned above. The dues for Guild membership shall be creed by the Supreme Council. Article VI: Supreme CouncilThe officers of this Guild shall be: Guildmaster, Scribe, Intendente, Ambassadore Kommasar, Attache, Propaganda Minister, and Keeper of the Scrolls. Qualifications for office shall be to maintain good standing as defined by Rochester Institute of Technology. In order to hold an office the person MUST be a student, a dues paying member, and planning to be enrolled throughout the term elected for. If, at anytime, the elected official enters into poor standing with the Institute, the officer shall relinquish his position, and a new officer shall be elected in the manner decreed by the Supreme Council. The officers shall be elected in a manner provided for in the constitution and shall serve one calendar year starting September first. Officers are eligible for re- election. An officer may resign from office by submitting, in writing, a resignation stating his intention to the Supreme Council. The resignation becomes effective upon recognition by the Supreme Council. The Rudicon Director shall be chosen by, and accountable to, the Supreme Council to represent them in the presentation of the convention. The Director will also provide accurate and complete information of the convention to the Supreme Council after the convention is over. Article VII: AdvisorThere shall be at least one advisor. Nominations for advisor shall come from the floor, by any member in good standing. Said advisor must be approved by Club Affairs. The election of an advisor shall take place at the next business meeting, with a simple majority present, a quorum assumed. The advisor shall serve for a period of one calendar year starting upon his election. An advisor may resign by submitting such intention in writing to the Supreme Council while in session. The resignation shall become active when recognized by the Supreme Council, and announced to the members at the next business meeting. The duty of the advisor shall be to insure that the club follows Institute rules and regulations. Article VIII: Duties of OfficersGuildmaster

Article IX: MeetingsMeetings shall be held weekly at a time and place determined by the Supreme Council. The Annual meeting shall take place the second Tuesday of April. At the Annual meeting, Annual Reports to the Department of Club Affairs shall be presented. Special meetings may be called by the Guildmaster upon a 24 hour verbal and/or written notice. This meeting must be confirmed by the other members of the Supreme Council. In order for any business to take place at a meeting a quorum must be present. A quorum shall be defined as 50% plus one of the Supreme Council. A Supreme Council member reserves the right to assign a proxy when necessary. A vote of confidence, of any advisor or council member, shall be conducted when a petition signed by 20% of the guildsmen is presented to the council. An advisor (or the president in the case of a vote of confidence against the advisor) must check to see if all the signatures are valid. An open debate during a business meeting shall be held presided over by the advisor(s). Any guildsmen shall be allowed to speak, and after all have spoken a vote shall be held. This vote shall be conducted by secret ballot overseen by the advisors. A 2/3's affirmative vote shall result in the removal of the person failing the vote of confidence from their office. There must be a two week notice given at the regular business meetings of any such voting. Article X: ElectionsElections shall take place at the annual meeting. Nominations for office shall be made from the floor at the meeting prior to the annual meeting by any qualified member in good standing. A person may be nominated for more that one office. Votes shall be conducted by secret ballot. A voting quorum shall consist of one-half plus one of voting members. Induction of new officers shall take place at the meeting after elections. Members shall be selected for Journeysman status upon a vote by the Supreme Council and completion of a training period. If a member is elected to more than one position they shall choose which position they will take. Article XI: AmendmentsAm amendment to this constitution may be proposed by any member in good standing, in writing, at any business meeting. The proposed amendment shall be voted by ballot at the next business meeting, a quorum being present. The passage of the amendment requires a 2/3 affirmative vote of all members in good standing present. Before the proposed amendment shall become operational it must be approved by the Directors of the Department of Club Affairs. Article XII: By-lawsBy-laws of this organization can be proposed in writing at any meeting by any member in good standing. An immediate vote shall be taken by a method as selected appropriate by the Supreme Council and/or the by-laws and a simple majority is necessary for passage, a quorum being present. By-laws do not require Department of Club Affairs approval. Article XIII: Parlamintary AuthorityThe Parliamentary authority of this organization shall be its constitution and By-laws. The latest edition of Robert's Rules of Order shall be the Parliamentary authority of all matters not covered in the constitution or By-laws. | ||||||
