Franz Foltz recieved his BS in Physics and MS in Governmental Science Policy from Pennsylvania State University. He recieved his Ph.D in Science and Technology Studies from Rensselaer Polytechnic Institute.

Professor Foltz's research interests include: cyberdemocracy, and digital government, science and technology policy, environmental policy, global change research policy, energy policy, science and technology studies, ideas of power, technology and religion, and democratic theory and increasing public participation (especially connected to science, technology, and power).
