A summit was held of all PEN-Russia program directors and the rectors of PEN-Russia partner universities from 27 to 29 October 2008 at Bauman Moscow State Technical University (see the agenda). The meetings were attended by Dr. DeCaro, Professor Clymer and Professor Shustorovich of PEN-International. The focus of the summit was, the preparation of a proposal to the Ministry of Education for expansion of the PEN-Russia model across the Russian Federation. Significant progress was made in the preparation of the proposal and a draft will be submitted to the Ministry for review by early December.
