On March 26, 2003, Gerald P. Berent, NTID Department of Research, and E. William Clymer, Coordinator of PEN-International, attended the 2003 Annual Convention of Teachers of English to Speakers of Other Languages, Baltimore, MD. Professors Berent and Clymer presented a paper, "Teaching English to Eastern European Deaf Students", which presented an overview of a July 2002 workshop series conducted by PEN-International for the faculty of Russian and Czech Republic partner universities.

Teachers of English to Speakers of Other Languages, Inc. (TESOL), has more than 14,000 members. Its mission is to develop the expertise of its members and others involved in teaching English to speakers of other languages to help them foster effective communication in diverse settings while respecting individuals' language rights. The conference was attended by more than 6000 educators and language experts from the United States and 40 foreign countries. There were more than 120 exhibitors and 200 general sessions on a variety of topics, including teaching English to deaf students.
