In November 2004, CSB played a major role in the UNESCO Consultative Forum on Deafness in the Philippines. With leadership from CSB and support from PEN-International, a "Collaborative Paper on Issues and Concerns in Philippine Deaf Education" was developed and presented at the UNESCO Forum.

The organizations that participated in the development of the paper were: CAP College School for the Deaf, DLSU-College of St. Benilde, Manila Christian Computer Institute for the Deaf, Catholic Ministry for Deaf People Inc., Philippine Deaf Resource Center Inc. and Philippine Federation of the Deaf Inc. The organizations that developed the paper were well represented at the Forum and the testimony they provided was well received.
