James J. DeCaro, Director, PEN-International, was a keynote speaker at the 2007 Beijing International Forum on Special Education; Beijing International Education Expo 2007, in Beijing, July 12, 2007. His paper was entitled Postsecondary Deaf Education in China: Trends and Future Directions (see PDF below). The paper reviewed the results of a two-year qualitative study that documents postsecondary deaf education in the People's Republic of China and provides data to useful for the 11th five-year plan.

Dr. DeCaro also chaired a session of plenary addresses on the first day of this significant gathering of international experts on special education. (See program book PDF below)

A number of PEN-International partners from within China and Japan attended the symposium. This provided a unique opportunity to network and share the accomplishments of PEN with other special education leaders from across China.
