Prior to the end of Year 6, PEN-China held a business meeting to develop plans and future directions for Year 7. That meeting was held at the end of January 2007. The PEN-China partners addressed three agenda items and arrived at the following conclusions:

1. Use of the ISDN conferencing facilities: each partner will offer a course for students form the other three partner institutions via ISDN videoconferencing
2. A nationwide art exhibition: in the year 2007 a nationwide competition will be held for artists who are deaf across China by PEN-China. This will result in an all-China art exhibition in China and the display of the best pieces at the 2008 International Technology Symposium that will be held at NTID by PEN-International in 2008.
3. Postsecondary Research by PEN in China: The report will be disseminated widely across China and each partner will undertake to address the recommendations that are most salient to their respective institutions.
