At the conclusion of the 2007 Beijing International Forum on Special Education; Beijing International Education Expo 2007, representatives of all PEN China partners, and representatives of the China Disabled Persons' Federation, met to discuss issues related to the implementation of sign language and sign language interpreter training within China. A second agenda item related to a student art exhibit that will first be shown in China then at NTID in Rochester, NY in the fall, 2008. A concise action plan was formulated and shared with all participants.

The business meeting was chaired by Dr. James DeCaro, Director and E. William Clymer, Associate Director of PEN-International.
