On 3 December 2009, PEN-International Director James J. DeCaro and NTID President T. Alan Hurwitz presented Rector Igor Fedorov of Bauman Moscow State Technical University with the RIT Presidential Medallion at the 75th Anniversary celebration of the establishment of higher education for people with special needs in Russia. The RIT Presidential Medallion was given to Rector Fedorov to recognize him for "his outstanding and long-term support of deaf students and PEN-International at Bauman."
