NTID and Tsukuba College of Technology Sign Memorandum of Understanding
On 10 April 2001, NTID and Tsukuba College of Technology signed a memorandum of understanding to officially undertake the implementation of PEN-International. Signing for NTID was James J. DeCaro, director of PEN-International. Signing for TCT were President Kazushi Nishijo and Dean Naoki Ohnuma.
