On 9 January 2004, the PEN Multimedia Facilities were officially dedicated at the Special Education College of Changchun University. The university is the newest member of the PEN family in China and houses the oldest postsecondary education program for people who are deaf.
The dedication ceremonies were attended by students, faculty, staff and administrators from the university and by representatives of the Education Department of Jilin Province:

- Tong Wang, Party Committee Secretary, Changchun University
- Zhanguo Zong, President, Changchun University
- Zenglin Zhang, Professor, Changchun University
- Shufan Zhuang, Vice President, Changchun University
- Aiguo Wang, Director, Special Education College, Changchun University
Also in attendance was Director Bao of the Technical College for the Deaf of Tianjin University of Technology (director of all PEN activities in China). Attending the dedication via videoconference from the USA were Dr. T. Alan Hurwitz, RIT Vice President for NTID and Dean for NTID, and Dr. James J. DeCaro, Director of PEN-International.
