PEN-International worked closely with Hungarian Ambassador to the USA, Andras Simonyi, and Dr. Kinga Goncz, Minister of Child, Youth and Equal Opportunities of Hungary, to bring a delegation from Hungary to NTID and PEN-International. Between 17 and 24 February a high level delegation of 12 individuals visited NTID and PEN-International to study how deaf men and women are educated at the postsecondary level in the USA. The delegation participated in lectures, seminars and visitations at NTID and in the PEN home offices. The delegation met with various faculty, staff, and administrators during their visit.

At the conclusion of the visit, it was agreed that three follow-up actions would be undertaken:

  • A scholarship would be established to provide the opportunity for a deaf man or woman from Hungary to come to NTID to pursue a graduate degree. This scholarship might be tied to providing a leadership opportunity for a deaf Hungarian to study deaf education at NTID and become a leader in Hungary in the provision of support services for students who are deaf in postsecondary education
  • A plan will be developed for a 10-week internship program for professionals in Hungary to come to NTID to study the provision of support services:
    1. Interpreting
    2. Notetaking/captioning
    3. Counseling
  • A plan will be developed for a pilot project to educate deaf men and women at a Hungarian university utilizing various support services and compensatory education.

On 28 February, Dr. DeCaro met with Ambassador Simonyi and Minister Goncz at the Hungarian Embassy in Washington, D.C. to initiate discussions as regards realizing the three actions listed above.
