From 29 October to 7 November, delegations from PEN Headquarters, PEN-China and PEN-Russia visited Chongqing University in China and Chelyabinsk State Technical University in Russia. Both institutions were visited for the purpose of assessing there readiness to join the PEN-International team of universities by acceding to PEN-China and PEN-Russia respectively. Both institutions have made significant strides in serving people who are deaf at their respective campuses and were deemed to be fully prepared to join PEN.

In Year Eight of the PEN-International program, both institutions will be formally induced into the PEN-International network and the PEN network in their respective countries.
