Chris Palmieri

Chris has spent over 30 years in the healthcare industry from C-suite executive to healthcare-oriented Venture Capital investor.

Chris’ has served as  Chief Executive Officer at six different billion plus healthcare companies over the past 30 years, two of which he grew to $3 billion in revenue serve as just a small testament to his expertise and passion for healthcare innovation at scale. Among his C-suite positions, he has been on the board of several prominent health insurance trade organizations including the Association of Community Affiliated Plans (ACAP), which he served as chair for six years,  and America’s Health Insurance Plans (AHIP),both are committed to increasing the serviceability, affordability, and quality of healthcare for over 200 million people nationwide.

Being a seasoned healthcare operator and innovator, Chris is committed to quality healthcare with successful exits. Previously, as the Vice President of Long-Term Services and Support at AmeriGroup, a company dedicated to the health and independence of low-income seniors and disabled people, he oversaw and took part in their diversification and regional expansion ultimately contributing the framework fora $4.9 Billion acquisition by Anthem.

Chris also served as the Chief Executive Officer for Remedy Partners, leading their scaling from 4 to 40 states and raising $50 million in series B led by Bain Capital Ventures. His efforts helped bolster Remedy into their $405 million acquisition by Signify in 2019, and further, their $8 Billion acquisition by CVS in 2023.

Chris’s track record of successful turnarounds does not stop there. He founded the health insurance division within VNS Health, a 100-year-old company, fostering $2.5 Billion dollars in topline revenue returning $1 billion in surplus dividends over his 10 years working there, showcasing his ability to create, grow, and add value within the healthcare industry.

Following the turnaround of Commonwealth Care Alliance, an exit valued at over $800 million dollars, Chris is excited for the continuation of his efforts to revolutionize equitability and innovation within the industry through Winter Street Ventures.

Chris Palmieri has spent nearly 30 years leading healthcare organizations focused on delivering care to individuals who are covered by public programs. Chris Palmieri is the founder and General Partner of Winter Street Ventures which focuses on investing in disruptive tech-enabled services companies aiming to simplify and improve the healthcare delivery and services industry.

Prior to Winter Street Ventures, Chris led Commonwealth Care Alliance (CCA) for 10 years, a $3 billion insurer that he grew to operate in four states and serve hundreds of thousands of individuals who are covered by Medicare and/or Medicaid. Prior to joining CCA, Chris served as CEO of Remedy Partners, a national bundled payment company. He also served as CEO of Visiting Nurse Service of New York Health Plans for 10 years, where he successfully created a $2.5 billion safety-net insurance company. Additionally, over nearly 10 additional years, Chris held other senior positions with Amerigroup Corporation, Metropolitan Jewish Health System, and Faxton-St. Luke’s Health Care/Mohawk Valley Network.

Chris has served on the Board of Directors of the American Health Insurance Plans (AHIP) and was the Chair, for six years, of the Association for Community Affiliated Plans (ACAP), a national trade association representing nearly 80 health plans across the Unites States. Previously, he founded and served on the board of the National Managed Long-Term Services and Supports (MLTSS) Association, a consortium of leading managed care organizations serving state Medicaid programs and beneficiaries. In addition, Chris has served on private company boards of Harmony Cares and was chair of Healthify.

Chris earned his Bachelor of Science in Healthcare Administration from Ithaca College.
