Abstract

In the last 4 years, critical changes have happened in transparent armor (TA) procurement, including new test requirements, a "Best Value Transparent Armor" program for predicting part life, and important materials and systems research by government and government-funded small businesses. The next stage is critical as the government seeks to implement these advances into higher quality products being mass-produced at reasonable cost. Dr. Marriner Merrill is a leader in testing and understanding TA delamination and best value procurement. He has over a decade of experience in this area both at the US Naval Research Laboratory and at the Rochester Institute of Technology / National Technical Institute for the Deaf (RIT/NTID). This statement of work proposes efforts he will lead to support and supplement government-funded research in this critical area.
