The Materials Research Reliability Laboratory at RIT/NTID, led by Dr. Marriner H. Merrill, is a leader in testing and understanding TA delamination and best value procurement. In particular, Dr. Merrill proposed and led the multi-agency “Best Value Transparent Armor” program funded by the Defense Logistics Agency, DLA. This program has been a tremendous success with direct involvement by the DLA, USMC, Navy, and Army vehicle programs. The next stage is critical as DLA begins to procure highly needed and robust transparent armor using best value approaches. Based on current science and discussions within the government and with transparent armor manufacturers, test variability, manufacturing variability, and continued understanding of environmental effects are key to long-lasting manufactured products. This effort will perform the R&D necessary to support Applied Physical Sciences in addressing these gaps and supporting both the government and the manufacturing base.
