What is Changing
Discontinuation of Cell Phone and Internet Allowances Paid Through Payroll
Effective July 1, 2025, the University will discontinue the cell phone and home internet allowances currently processed through Payroll.
These allowances, originally introduced in 2008 to support essential job functions, are being phased out as personal mobile and internet access have become standard utilities. This change reflects the evolving nature of work and technology, and aligns RIT with many peer institutions who have already phased out similar programs. In conjunction with this change, the criteria for Wireless Communication Devices (WCDs) charged to University Procurement Cards (PCards) are being updated.
For employees who currently receive a cell phone allowance and are required to conduct university business outside of standard business hours, whether by being:
- On call 24/7
- On call less than 24/7
- Regularly accessible outside of standard business hours to conduct University business that is more than de minimis -meaning more than minimal or incidental,
there will be a one-time opportunity to add a portion of the cell phone allowance to their base compensation. The amount added will vary based on the level of after-hours availability required by the role. The Controller's Office will work closely with managers and divisional vice presidents during this one-time transition and will communicate additional details in the coming weeks.
Wireless Communication Device (WCD) Charged to University Procurement Cards (PCards)
The criteria for charging wireless communication devices (WCDs) to University PCards will also be updated to better align with industry standards.
RIT maintains contracts with Verizon and AT&T. Moving forward, University-issued devices under these contracts will be limited and provided primarily for:
- Positions that require a WCD to perform essential duties (e.g., ITS Incident Manager on Call, Housing Mechanic).
- Employees who use the device primarily for University business, with only minimal personal use. In this context, minimal personal use is defined as so small, minor, or insignificant that tracking it would be unreasonable or impractical (similar to personal use of a University-issued laptop or desktop). Assignment of RIT-owned cell phones to employees who meet this criterion requires approval from the divisional Vice President or their designee.
A review of all existing WCDs charged to PCards will take place between July 1 and September 30, with communications to affected employees regarding next steps.
What Remains the Same
The following policies regarding wireless communication devices remain unchanged:
- Wireless communication devices issued through the University’s Verizon/AT&T contracts remain University property.
- Employees may transition these WCDs to personal accounts at any time
- Employees must transition these WCDs to personal accounts before leaving the University.
- Personal phones not issued through RIT’s Verizon or AT&T contracts may not be charged to a University PCard.
- Employees who are not issued an RIT-owned cell phone can still be reimbursed for expenses incurred while conducting university business, such as purchasing an international data plan for the purpose of business travel, provided appropriate documentation is submitted. Appropriate documentation will be required when submitting reimbursement requests for these costs.
