Job Description:
As a Remedial Project Manager (RPM) you will:
• Participate in cleanup actions for toxic and hazardous waste sites;
• Assist Senior RPM to oversee and monitor contractual work;
• Participate in monitoring cleanup efforts;
• Participate in enforcement activities;
• Participate in community relations activities.

MAJOR DUTIES AND RESPONSIBILITIES
DUTY 1  -  35%
Participate in cleanup actions for toxic and hazardous waste sites. Review
feasibility studies and assess alternatives using basic professional
engineering or scientific principles. The following characteristics are
commonly found at these sites: sampling and assessment activities are
well-established; some environmental and public health and safety threats are
present; project activities by contractors and/or PRPs require oversight;
limited environmental sensitivity due to the presence of endangered species
or probable impact on natural resources; and some community concern and media
attention are present.
DUTY 2 - 25%
Assist Senior RPM to oversee and monitor contractual work. Perform
assignments for the Work Assignment Manager involving contract management
duties centered on the Statement of Work. This may include monitoring
contractor performance, financial schedule, and planning and tracking
schedule. Cleanups have expenditures with many line items, and timelines that
must be tracked and justified at a later date. Assist in the maintenance of
cost accounting records and follow procedures in order to support subsequent
cost recovery actions. Learn procedures and requirements for coordinating and
monitoring work practices of other federal, state, local officials, and PRPs.
Assist senior RPM to monitor the schedule of scientific/engineering,
contractual, management, and informational documents, including assisting in
the preparation of Record of Decisions (RODs), administrative orders, and
consent decrees. Learn management responsibilities for grant, cooperative
agreement, and/or interagency agreement activities related to the initiation,
administration, and/or close-out of grants, cooperative agreements, and/or
interagency agreements (IAGs), including responsibility for monitoring
performance or significant special provisions.

DUTY 3 - 20%
Participate in monitoring cleanup efforts. Assist senior RPM to maintain
status of assigned Superfund site and monitor appropriate project plans,
schedules, and time/cost estimates. Evaluate engineering and/or scientific
data for site cleanup to assist senior RPM determine the cost and
effectiveness of remedial actions. Research relevant technological guidance
for team members using recognized reference standards. Assist senior RPM
insure the achievement of basic program and project goals, milestones, and
accomplishments.

DUTY 4 - 10%
Participate in enforcement activities. Assist senior RPM to monitor
responsible party effort for well-established remedial cleanups to assure
compliance with requirements of applicable enforcement documents and the
National Contingency Plan (NCP). Draft documents for litigation reports
involving treatment, storage, and disposal technologies. Assist senior RPM
during negotiation sessions with PRPs.

DUTY 5 - 10%
Participate in community relation activities. Answer basic questions at news
conferences, news media interviews, and public meetings. Exercise tact and
diplomacy to listen and respond to community concerns. Provide factual data
and information describing cleanup measures in lay-person terms.

3) Ability to read, understand and apply a variety of environmental statutes
including the Comprehensive Environmental Response, Compensation and
Liability Act (CERCLA), the Superfund Amendments and Reauthorization Act
(SARA), and other federal, state, and local environmental regulations;
4) Skill in collecting and reviewing factual information, and using basic
analytical and evaluative methods to assess data.
5) Ability to establish goals and assess progress toward their achievement;
6) Ability to learn federal procurement requirements, cost control procedures
with regard to contractual assistance, and record keeping;
7) Skill in oral communication to provide technical information related to
remedial project activities;
8) Skill in written communication to prepare documents and reports.

FACTOR LEVEL DESCRIPTIONS
Factor 1 - Knowledge Required By the Position Level 1-5
Professional knowledge of the basic concepts, principles, and theories of
engineering, biological science, or physical science to accomplish
developmental assignments involving minor phases of hazardous waste site
cleanup.
Ability to read, understand and apply a variety of environmental regulations,
including the Comprehensive Environmental Response, Compensation and
Liability Act (CERCLA), the Superfund Amendments and Reauthorization Act
(SARA), the National Contingency Plan (NCP), National Environmental Policy
Act (NEPA), Resource Conservation Recovery Act (RCRA), Clean Water Act (CWA),
Clean Air ACT (CAA), Federal Facility Compliance Act (FFCA), Base Closure and
Realignment Issues (BRAC) to complete assignments for evaluating compliance.
Specialized safety training as required to comply with field health and
safety standards.
Ability to learn basic project management concepts, including goal-setting
and assessing project progress toward achievement, and adjusting project
objectives to meet production requirements within available resources.
Ability to learn basic investigation techniques and legal issues, and convey
findings.

Factor 2 - Supervisory Controls Level 2-2
The supervisor or senior RPM instruct the employee on assignment objectives
and define its scope, limitations, expected deadlines, and priorities. The
employee works independently to carry out assignment within established
framework. The senior RPM or supervisor is available to answer questions and
provide assistance when the employee encounters problems not covered by
instructions or guides. The supervisor or senior RPM reviews completed work
closely to verify accuracy and conformance to required procedures and any
special instructions. The supervisor or senior RPM reviews findings and
conclusions to ensure they are supported by facts. The supervisor typically
reviews the more difficult and/or unfamiliar work in greater detail.

Factor 3 - Guidelines Level 3- 3
Guidelines include agency and regional policies, regulations, standard
technical literature, agency and regional publications that are not always
directly applicable to the work and may have gaps in specificity. Precedents
are available outlining the preferred approach to more general problems or
issues. The employee considers precedents and exercises judgment to research,
select, interpret, modify, adapt and apply available guidelines to specific
problems or issues.

Factor 4 - Complexity Level 4-2
The work consists of related tasks that provide experience in the methods,
practices, and procedures for hazardous waste site cleanup. The employee
decides what needs to be done by recognizing differences among a few
distinguishable situations involving the measurement and control of
pollutants and contaminants, and then choosing a course of action. The
employee recognizes the differences among a few easily distinguishable
situations for public response actions.

Factor 5 - Scope and Effect Level 5-2
The work involves performing tasks requiring application of specific
standards, methods, and procedures for remedial actions involving segments of
an assignment or project related to hazardous waste site cleanup.
The work assists senior RPMs by relieving them of detailed and routine work,
and contributes to the timeliness, reliability, acceptability, and accurate
completion of activities at Superfund site cleanups.

Factor 6/7 - Personal Contacts/Purpose of Contacts Level 2b
Personal contacts include a wide range of professional and administrative
personnel throughout the agency, at other federal agencies, in state and
local government, private industry, academia, environmental advocacy groups,
public interest groups, and in some cases, the media.
The purpose of the contacts is to assist senior RPM plan or coordinate work
efforts for monitoring remedial action involving hazardous waste site
cleanup, or participate in the resolution of issues by providing technical
information to motivate individuals or groups (environmental advocacy and
public interest groups, state and local agencies, consulting engineers and
scientists, etc.) to work cooperatively toward achieving mutual goals.

Factor 8 - Physical Demands Level 8-2
The employee must be able to travel by air and surface vehicle, and undergo
periodic physical examinations when there is potential for exposure to toxic
and hazardous materials. Considerable walking, stooping, bending, and
climbing is required when overseeing construction activities, observing and
studying work operations, and conducting field inspections of potential
hazardous material disposal sites requiring respiratory protective equipment,
including a containment suit. Inability to meet these qualifications could
result in endangerment of the incumbent and co-workers. Frequent travel is
required with little or no advance notice and sometimes under adverse weather
conditions. The employee may be required to lift up to 50 lbs in equipment
and samples.

Factor 9 - Work Environment Level 9- 2 (20 Points)
The work involves regular and recurring exposure associated with Superfund
cleanup sites. These include to moderate risks, discomforts, and
unpleasantness such as toxic chemicals, variety of temperatures, and
potentially adverse weather conditions, contagious diseases, carcinogenic
materials, noxious fumes, flammable liquids, radiation, or potentially
pathogenic bacteria. Special safety precautions such as protective clothing
and gear are necessary.
