SUMMARY:

Reporting to the Director, the Manager of Strategic Planning manages planning processes and activities in accordance with the Education of the Deaf Act, with special emphasis on educators, professionals and families of students who have traditionally been underserved (e.g., students who are members of diverse races and/or cultures, have disabilities, come from homes where a language other than English is spoken, live in rural areas, and/or are underachieving academically); manages collaborations with key members of KDES, MSSD, and National Service teams to develop detailed project management work plans aligned with the Clerc Center’s strategic priorities; manages collaborations with key members of the Clerc Center’s strategic plan project teams to establish and maintain monitoring systems; supports strategic plan project teams throughout the full project cycle; supports the implementation and reporting of the Clerc Center’s public input process, as required by the Education of the Deaf Act; and manages multiple responsibilities, projects and collaborations simultaneously.

PRINCIPAL ACCOUNTABILITIES

I. Manages strategic planning processes and activities in accordance with the Education of the Deaf Act, with special emphasis on educators, professionals and families of students who have traditionally been underserved (e.g., students who are members of diverse races and/or cultures, have disabilities, come from families where a language other than English is spoken, live in rural areas, and/or are underachieving academically).
II. Manages collaborations with key members of KDES, MSSD, and National Service teams to develop detailed project management work plans aligned with the Clerc Center’s strategic priorities; and works with strategic plan project teams to define project scope, define roles and responsibilities for team members, determine and identify available resources, set milestones and timelines, and develop strategic plan budgets.
III. Manages collaborations with key members of Clerc Center’s strategic plan project teams to establish and maintain monitoring systems; collects information from key team members regarding progress with strategic plan activities and milestones; tracks project activities using project management strategies and tools; and identifies areas needing attention.
IV. Supports strategic plan project teams throughout the full project cycle; supports key team members with project planning activities; collects information and resources to help them carry out their project tasks; meest with them individually or as a team regularly to support their work; provides solutions for issues impacting their work; and makes adjustments to strategic plan project plans as needed.
V. Manages multiple responsibilities, projects and collaborations simultaneously; communicates with key team members frequently/regularly to assure progress and resolve issues as they arise.
VI. Establishes and maintains professional, collegial relationships with team members, program staff, school professionals, and potential collaborators with a commitment to and value for equity.
VII. Works with key team members to document strategic plan activities, milestones, budget expenses, issues and solutions, and other related information for reporting, historical documentation and other purposes; and prepares reports, presentations, and status updates for internal and external audiences.
VIII. Supports the implementation and reporting of the Clerc Center’s public input process, as required by the Education of the Deaf Act; and uses a planning process with Monitoring, Evaluation and Research members and other key members to include public feedback collected about the Clerc Center’s strategic priorities.
IX. Maintains fiscal accountability when assigned budgets; and manages assigned monies and performs administrative responsibilities in compliance with policies, procedures, and timelines.
X. Works with team members to establish and follow procedures to protect the integrity of collected and sensitive data in compliance with federal and other compliance requirements; and follows professional and ethical standards established for evaluators and researchers.
XI. As assigned, supervises external contractors, interns and/or personnel.
XII. Establishes and maintains a positive and supportive working relationship with co-workers and supervisor.
XIII. Serves as a mandatory reporter under Title IX; and commits to completing Title IX training and other compliance requirements on an annual basis.
XIV. Performs related and other duties as assigned.

Requirements

SPECIFICATIONS:

Required Minimum Qualifications (When the candidate’s resume meets these qualifications, it will be
screened in):
● Bachelor’s degree.
● A minimum of four years of professional experience with managing projects, programs, school improvement processes and/or collaborations.
● Fluency in American Sign Language and Written English.

Preferred Qualifications (While not required, it is an advantage for what the position needs):
● Bachelor’s degree or Master’s degree in education, business administration, public administration, or other field relevant to administrative management of programs.
● Documented employment history in a K-12 educational setting for deaf and hard-hearing students.
● Completion of training in planning and developing programs, strategic plans, and/or school improvement plans.

● At time of interview, the applicant will be required to electronically provide a portfolio of project and/or strategic plan(s) that demonstrate evidence of project management process and activities that the applicant led as a part of previous professional work experience.
● During a presentation at the beginning of the interview, the applicant will be required to demonstrate and discuss professional experience, knowledge and skills for this position.
