Job Description | Duties The incumbent for this position serves at the Deputy Assistant Administrator (DAA) for FOD. The DAA, in conjunction with the Assistant Administrator, serves as the focal point through which all readiness and Field Operations program and project actions of the directorate receive effective central coordination and decision. Decisions may include resources to be expended, the timing of major events, priority of projects and plans, and projects that should be initiated, dropped or postponed. Ensures that appropriate long-range planning is coordinated and accomplished and that there is maximum effective and efficient utilization of available resources. The DAA recommends courses of action to the Assistant Administrator and has authority to determine plans, goals, and organization requirements. Assists the Assistant Administrator in assessing the impact of organizational guidance and/or new legislation on Field Operations programs. Develops processes for realigning operations to meet new and/or changing program requirements. The DAA assists the Assistant Administrator for Field Operations in carrying out the following responsibilities and duties: The DAA serves as the principal advisor to the Assistant Administrator of Field Operations on the appropriate methods of best accomplishing Presidential policy objectives, Departmental priorities and FEMA priorities. Serves in the absence of the Assistant Administrator or on his/her behalf as an advisor to the Associate Administrator/Deputy Associate Administrator for the Office of Response and Recovery. The DAA participates in the management and discharge of responsibilities in support of the Field Operations Directorate and the agency’s mission, including strategic planning, policy development, budget preparation and execution, procurement and contracting processes and reports to Congress as required. The DAA provides executive direction to ensure efficient administrative and operational oversight of readiness and field operations. The DAA provides leadership and direction to the implementation of emergency operational policies, procedures, and guidance in support of FEMA and the Federal Government’s roles to reduce the loss of life and property, and to protect the Nation from all-hazards, including natural disasters, acts of terrorism, and other man-made disasters. EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. |
Requirements | Conditions of Employment Qualifications Each applicant is required to submit a comprehensive narrative statement, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. The supplemental narrative statement for the Executive Core Qualifications should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicant’s level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The narrative portion for the Executive Core Qualifications MUST NOT EXCEED 10 PAGES. TECHNICAL QUALIFICATIONS – MANDATORY Demonstrated executive leadership in implementing disaster response and recovery operations, regulations, policies and procedures in collaboration with Regional, Federal, State, local, Tribal and territorial partners, as well as private sector and non-governmental organizations. EXECUTIVE CORE QUALIFICATIONS (ECQs): ECQ 1: LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
