This is a full-time position assigned to Accounting Services / Payroll at the Colorado School for the Deaf and the Blind (CSDB). This unit exists to support the school system by managing financial operations and resources; to provide fiscal support related to sources and uses of funds to program and budget management; to provide timely and accurate financial data and reports in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) statements, Federal regulations, and State fiscal rules and accounting controls.

This Accounting Technician position processes payroll for Colorado School for the Deaf and the Blind (CSDB) staff by checking/auditing biweekly and monthly time records; calculating or computing wages, overtime, and premium pay, entering or posting changes in pay and deductions to the automated payroll system; researching and communicating payroll adjustments to employees and supervisors; validating agency payroll production runs; completing biweekly and monthly payroll reconciliation; preparing summary reports; and following the State of Colorado fiscal rules and payroll procedures. The position also maintains accurate leave records to reflect current leave status for all CSDB employees.

Leave Tracking: Maintains accurate leave records to reflect the current status and sends out year-end reports for employee verification; verifies and updates earned leave numbers at the beginning of each fiscal year and posts to leave records at the end of the fiscal year; checks and audits timesheet records for bi-weekly and monthly payroll; posts sick leave, annual leave and compensatory time, if applicable, from leave request forms to employee records by the end of the following month; runs leave tracking and posts to network drive; and prepares year-end balances of sick leave and annual leave and provides them to the Controller. All other related duties as assigned.

Payroll Processing: Calculates or computes wages, overtime and premium pay; processes all payroll by the dates established by Central Payroll; keeps errors requiring hand drawn checks to no more than a two per month average; verifies that all time sheets are signed by supervisor prior to inputting into payroll system; sets up direct deposits and payroll deductions for timely processing; reviews and interprets rules, as they apply to payroll procedures, to insure that payroll activities adhere to and abide with State and Federal laws, school policies, personnel rules and other legal requirements. All other related duties as assigned.

Auditing and Reviewing Payroll Batches: Reviews and audits payroll for accuracy and completeness while following state personnel rules/regulations and CSDB policies; ensures employees are active and identifies that terminated employees are not on payroll; compares regular and overtime wages with employee’s timekeeping data; verifies all personnel action form requests are accurate within the system and within payroll documents; reviews and audits all CHOP requests; reviews payroll deductions for accuracy. All other related duties as assigned.

The minimum qualifications for Accounting Technician III are: three (3) full years of experience in an occupational field related to the work assigned to the position. Experience related to the assignment is defined as: three (3) full years of technical accounting experience. NOTE: One (1) full year of experience is equivalent to 2,080 hours. All experience must be described in detail on the (on-line) application to receive credit.

Preferred Qualification: State of Colorado government payroll experience; at least 12 months of experience working in payroll; at least 12 months experience working with cycles and deadlines of a high level of importance.

Substitution
Appropriate education in accounting, mathematics, finance or closely related field will substitute for the required experience on a year for year basis. NOTE: Thirty (30) semester credit hours is equivalent to one (1) year of experience. Transcripts must be provided with the application to verify education.

Conditions of Employment

This Accounting Technician III position at CSDB is non-exempt, and the employee selected is eligible to receive overtime pay, with a condition of employment that overtime work must be appropriately authorized in advance and may be paid in compensatory time in lieu of cash payment.
Proficiency in American Sign Language (ASL) at the INTERMEDIATE (2+) skill level; or applicants must be willing and able to attain proficiency at the level required within a specified period of time as demonstrated by an appropriate assessment tool and according to school policy/procedures.
Selected applicant(s) will be required to submit to and pass a background check, to include Colorado and Federal criminal history checks, employment verification, and professional/ personal reference checks.
