Job Title: Virginia Relay Manager, Program Administration Specialist II 
Job Type: Permanent
Job Description:
The Virginia Department for the Deaf and Hard of Hearing (VDDHH) works to
reduce the communication barriers between persons who are deaf or hard of
hearing and those who are hearing, including family members, service
providers, and the general public. The incumbent will serve as
Commonwealth’s lead position for direct oversight of the federally mandated
Telecommunications Relay Service (Virginia Relay). Administers the $3+
million Relay appropriations for compensation of telecommunications relay
service provider and related contractors. Provides supervision and oversight
of the Technology Assistance Program (TAP). Directs and administer the
Virginia Relay Advisory Council (VRAC). Researches, experiment and recommends
new relay technology and specialized equipment/assistive technology for
inclusion within the Virginia Relay and the TAP.

Requirements:
• Considerable experience with program development, management, and
administration in a human services environment.
• Working knowledge of federal and state compliance issues as related to
telecommunication relay services.
• Knowledge and demonstrated proficiency in use of specialized technology
including telecommunication relay services, telecommunication equipment,
assistive listening systems, and other assistive technology including set up,
utilizing, troubleshooting equipment as well as making relay calls.
• Knowledge of principles and practices for providing customer services.
This includes current social and economic problems related to customers,
needs assessment, meeting quality standards for services, and evaluation of
customer satisfaction. Knowledge of principles and practices of program
planning and evaluation; principles of community organization and public
administration; Ability to develop and evaluate programs; work effectively
with program staff and local agencies; analyze and resolve complex problems
related to social, financial or health programs; conduct contract
development, monitoring and negotiations.
• Knowledge of laws, regulations, executive orders, and the legal rights
under the Americans with Disabilities Act, the Rehabilitation Act, and other
disability laws related to accessibility and reasonable accommodations
requirements.
• Ability to communicate effectively in American Sign Language (ASL) with
deaf and deafblind clients, staff and other stakeholders. To communicate
directly with these stakeholders without an interpreter is essential to
perform the duties.
• Extensive experience with establishing, understanding and implementing
policies and procedures.
• Ability to provide effective management of a governmental advisory group.
• Abilities include expression, comprehension, problem sensitivity,
clarity, written expression, deductive reasoning, inductive reasoning, and
information ordering.

Preferred Qualifications
*A Bachelor’s degree in social work, counseling, public administration,
deaf studies, rehabilitation, human services or a related field; or an
equivalent combination of training and professional experience indicating
possession of the required knowledge, skills and abilities.

*Professional experience must be in the area of planning, administering,
developing, or delivering programs for deaf, hard of hearing and/or deafblind
individuals.

*American Sign Language Proficiency Interview (ASLPI) certification at Level
2+ is required for the position.
