EPA Region 2's Data Management and Program Support Team (“Data Team”) is responsible for measuring, evaluating, and interpreting data for all of EPA's compliance monitoring and enforcement actions administered in EPA Region 2. The Data Team uses SharePoint, Python, R, and Qlik Sense (EPA’s business intelligence platform) for these purposes and is seeking someone who can use programming languages to extract, manipulate, integrate and analyze enforcement and compliance data to improve the effectiveness of enforcement and compliance assurance programs that EPA administers in New York, New Jersey, Puerto Rico, the U.S. Virgin Islands, and 8 federally recognized tribal nations.

Job Duties
•Use common program evaluation techniques to collect, track and analyze routine information to improve the effectiveness of the enforcement and compliance assurance programs in EPA Region 2 for decision makers in support of mission accomplishment;
•Assist in the application of analytical approaches, methods, and techniques to perform segments of studies/projects to assist the organization in program planning, measurements, or evaluation, which entails the use of programming language to write code.
•Assist higher graded Program Analysts to examine current or proposed policies, laws, regulations, or administrative procedures to develop data.
•Gather programmatic data to assist in developing recurring or special reports, preparing executive briefings and similar materials for use by management and higher graded analysts in carrying out and reporting on program accomplishments.

Salary
GS-9: $61,742 per year
GS-7: $50,476 per year

This position has GS-12 promotion potential (annual noncompetitive promotions up to GS-12).

GS-9: Master’s or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree; OR 1 year of full-time, specialized experience at or equivalent to the GS-7 level defined as analyzing information to increase the effectiveness and efficiency of program operations; applying analytical approaches, methods, concepts, and/or techniques to assist in program planning

GS-7: 1 full year of graduate education; OR Bachelor's degree with superior academic achievement; OR 1 year of full-time, specialized experience at or equivalent to the GS-5 level defined as assisting in monitoring projects; preparing and/or analyzing reports
